What the 21st Century ROAD to Housing Act Means for REALTORS®

Housing affordability has been a tough conversation for a while now. Buyers are dealing with higher prices, limited inventory, and financing challenges, while REALTORS® are trying to help clients make smart decisions in a market that can feel frustrating.

That’s why the 21st Century ROAD to Housing Act is worth knowing about.

The law, passed in July 2026, includes a wide range of housing measures focused on one major goal: creating more housing opportunities. That includes increasing housing supply, improving access to financing, supporting manufactured and rural housing, and giving local communities more tools to address their own housing needs. Why REALTORS® Should Care

For most agents, the biggest issue isn’t the name of the bill or the details coming out of Washington. It’s what this could eventually mean for the people you work with every day.

If more homes can be built, buyers have more choices.

If communities have more flexibility to approve housing, supply can improve.

And if financing options become easier to access, more buyers may have a path to homeownership.

That doesn’t mean everything changes overnight, but it does mean housing supply is getting more attention at the federal level.

More Homes Is a Big Part of the Solution

One of the biggest pieces of the law focuses on helping communities increase housing supply.

One thing I think is especially important is that a lot of the impact will happen at the local level.

Different communities have different housing needs. One area may need more starter homes. Another may need senior housing, manufactured homes, or more opportunities to convert unused commercial space into housing.

That means REALTORS® should keep an eye on what is happening locally, not just nationally.

Financing Is Part of the Conversation Too

More homes only help if buyers can actually finance them.

This is a good reminder for REALTORS® to stay connected with knowledgeable lenders.

A buyer may have more options than they realize, especially when it comes to FHA, VA, USDA, down payment assistance, or other loan programs.

What Should REALTORS® Do With This Information?

You don’t need to memorize every part of the law.

Instead, focus on what matters most for your business and your clients.

Stay informed about local housing development, zoning changes, and new programs. Keep in touch with your lending partners so you know what financing options are available. And most importantly, be ready to explain what these changes actually mean without overpromising.

This law is not going to fix housing affordability tomorrow.

But it does move the conversation in the right direction by focusing on something REALTORS® already know firsthand:

We need more housing options.

More homes can create more choices, more opportunities for buyers, and a healthier housing market over time.

And that is something worth paying attention to.
